Sylvie Kayitesi

Sylvie Kayitesi holds a degree in law. As a Commissioner at the African Commission on Human and People’s Rights since 2007, she is the Special Rapporteur on Refugees, Migrants and Internally Displaced People, as well as President of the Working Group on Death Penalty and Extra-Judicial, Summary or Arbitrary killings in Africa.

She is, since 2003, the President of the National Commission of Human Rights of Rwanda. Thanks to this experience in the promotion and protection of human rights at a national level, she has been inspired to contribute and extend her modest experience to the African level.

She is a member of the Supreme Council of Magistrates of Rwanda as well as a member of the Supreme Council of the Prosecution Services since 2003. Commissioner Kayitesi was former Minister of Public Service and Labour, Secretary of State at the Ministry of Lands, Human Resettlement and Environmental Protection in her country before deciding to continue her career as human right defender at the National Commission. She had previously started her career in this area in 1995 though the women’s associative movement in defense of women’s and children’s rights. She is a member of the Steering Committee of the Network of National Human Rights Institutions in Africa since 2007 and has also held its presidency for two years. She is Vice-President of the Association of the National Human Rights Institutions from francophone countries and President of the Forum of National Human Rights Institutions of the East African Community Member States
